Management of Ecological-Economic Processes Consumption of the Recreational Resource of the Coastal Zone of the Sea

Abstract

The model of control object, consuming recreational resource to run recreation services in the coastal area suggested. The model combines the economic system of profit-making and the ecological system of control over the ecological state of the coastal territory and the coastal marine environment. The equations of the model are constructed by the method of adaptive balance of causes, which include logical control agents that make local decisions. The principle of management is to monitor the profitability of the production of recreational services in parallel with the integrated control of the balance of consumption and reproduction of recreational resources. The volume of production of recreation services is dependent on exceeding the level of environmental pollution of the maximum permissible value, as well as on the violation of the balance of consumption and reproduction of recreational resources. A series of computational experiments was performed to check the control conceptions inherent in the model. The seasonal course of the recreational attractiveness of the main factors forming the recreational resource is imitated: climatic conditions, infrastructure and service of the object, as well as the ecological state of the territory and coastal sea water area. The scenarios of the volume of production of services and the level of environmental pollution of the object, allowing to assess the impact of environmental fines for pollution on the profitability of the recreation process. It is concluded that the model adequately describes the process of reproduction of recreational resources with an increase in seasonal demand for recreational services.
